Error handling

A 400 is returned when a tag cannot be deleted under the assignment rules: deleting a tag assigned to projects requires PORTFOLIO_MANAGEMENT and access to all assigned projects, while deleting a tag assigned to policies requires POLICY_MANAGEMENT. You need TAG_MANAGEMENT or TAG_MANAGEMENT_DELETE permission, and any supplied body must contain 1 to 100 unique tag names.
