Creates a new scheduled notification rule. Supply level, name, publisher, and scope, with the publisher identified by its UUID; name must contain 1 to 255 characters matching the allowed character pattern. You need SYSTEM_CONFIGURATION or SYSTEM_CONFIGURATION_CREATE permission.
